This order aims to enhance security measures in the maritime domain, particularly in response to persistent and increasingly sophisticated malicious cyber campaigns against the United States.
Here are some key provisions of the executive order:
1. Captain of the Port: The order amends Part 6 of Title 33 of the Code of Federal Regulations. It defines the term "Captain of the Port" as the officer of the Coast Guard responsible for the immediate direction of law enforcement activities within their assigned area.
2. Security Zones: The order clarifies the definition of "security zone." The Captain of the Port designates these zones to prevent damage or injury to vessels, waterfront facilities, or the waters of the United States.
3. Damage and Cyber Incident Definitions: The order introduces definitions for "damage" and "cyber incident." "Damage" refers to harm related to data, information, networks, programs, systems, or other digital infrastructure. "Cyber incident" aligns with the definition under 44 U.S.C. 3552(b)(2).
