    Scope

    This standard establishes a uniform set of definitions and a process model for the procurement of Artificial Intelligence (AI) and Automated Decision Systems (ADS) by which government entities can address socio-technical and responsible innovation considerations to serve the public interest. The process requirements include a framing of procurement from an IEEE Ethically Aligned Design (EAD) foundation and a participatory approach that redefines traditional stages of procurement as: problem definition, planning, solicitation, critical evaluation of technology solutions (e.g. Impact assessments), and contract execution. The scope of the standard not only addresses the procurement of AI in general, but also government in-house development and hybrid public-private development of AI and ADS as an extension of internal government procurement practices.

    Purpose

    The purpose is (1) To establish a uniform set of definitions and process requirements that address the socio-technical and responsible innovation challenges in the procurement of AI/ADS, (2) To help support agencies adapt their processes for procuring AI systems responsibly for the public interest, and (3) To promote ethically aligned values and robust public engagement in the process model.

    Abstract

    New IEEE Standard - Active - Draft. The standard helps procurement teams reduce risks in artificial intelligence systems (AIS) by using tailored risk management practices when purchasing AIS. Specific process steps for AIS problem definition, solicitation preparation, vendor and solution evaluation, contract negotiation, and contract monitoring are described. Risk management methodologies that augment customary activities and tasks performed during the procurement life cycle are provided including identifying, analyzing, evaluating, prioritizing, mitigating, and controlling unique AIS risks that can detract from unique AIS benefits. Customized AIS procurement tools and metrics and how procurement teams can use and apply them are also provided. The standard focuses explicitly on AIS risks (when compared to traditional, non-AIS technology) and is designed to address the purchase of commercial off the shelf (COTS) AIS procured using a formal contract or contract framework. (NOTE–AI and ADS are referred to as artificial intelligence systems (AIS) for simplicity.)
